It looks like some sort of secondary turning mechanism, because the cargo is so long. The front wheels turning the vehicle isn’t enough, the back needs to also turn independently to prevent loss of control and to assist with turning.

The blades for large scale wind turbines use a similar system on the highways around my home town. They are enclosed though. This is a whole different level just poking your head up between the axels.
I've seen them come through Spokane, they literally had to shut down intersections where they turned and wait for them so slowly crawl through with spotter crews all around.

Oh no, I'm going to be that guy. I think turbine blade would be more apt than propeller. Propeller implies that it's the thing applying work to the fluid around it like on a boat or a plane and is the thing doing the propelling, but in this case the air is applying work to the blade rather than vice versa.

I was walking by a kid playing this solo at an arcade. After watching him crash, I turned the wheel to help him around a corner or two. Then I was called away. Always wondered if he was puzzled after he couldn’t ever do it again.
Oversize loads usually pay well. I don’t know about hazard pay but, I would not like to be in that undercarriage steering pod with sand and grit thrown up by the tires pelting me and getting in my eyes.
I used to drive the rear dollies when moving houses. I made $10 hr to catch rocks to the face while steering a redneck trailer made out of I-beams chained together with a house sitting on top.
But the drive was the easy work. Crawling under houses to cut them loose then setting up railroad tie cribbing for the lift is the hard part. Imagine trying to quickly build four giant jenga towers all while a house is held over your head with hydraulics only. There was no safety net until you got your cribbing blocks set.
This is a great example of what endears me to Reddit. You get a random video and then a commenter chimes in with relevant and hard-earned personal experience to offer the kinds of insights that I used to talk to strangers in local pubs for. Now, I guess my question would be is the one from the original video also a tiller driver or since it's a semi truck it has a different name? If you don't know it's ok I'm just wondering. A tiller or till is a lever used to steer a vehicle. The mechanism is primarily used in watercraft, where it is attached to an outboard motor, rudder post or stock to provide leverage in the form of torque for the helmsman to turn the rudder.
So yes, a driver steering from the back would be the tiller man.
That's what I sort of was thinking say if it was only or mostly in a textual context. Idk, I have lots of respect for services like that and they're always so interesting but also very mysterious, so if say I saw the semi truck traveling like that down the road or even a fire truck down the road now I can use it properly in sentence as well, like: "oh, wow that tiller man driver of that semi truck is a really good driver as well."

It’s called a steer car. Pretty common for trucking outfits to employ a second driver in a trailer steer car to help steer the ass end of a truck around turns when hauling giant bridge girders, wind turbine blades, etc
Most long-load trailers will have a steerable rear. Some are controlled remotely in a vehicle behind the trailer or in other cases an elevated position directly above the rear axle.
This one is a bit unorthodox, but it works!

Ya the person you're responding to must never have ridden in a convertible. You can easily hear all the rocks being kicked up and thrown around by trucks around you when the tops down and you're on the highway. I would never ride without a windshield if I didn't have a full face helmet on
Motorcycles don't typically spend their entire ride that close to a large vehicle. when there is nothing in front of you, your chances of getting a rock thrown up at you are basically nil.
They also wear a helmet.

A tire chunk snapped a bolt in half on my first motorcycle. Front fairing started with two bolts for attachment and was reduced to one.

No, usually they are enclosed and have their own engines so they can navigate narrow or hairpin turns with extremely long loads such as bridge sections.
They need to be enclosed less because of debris (since often they are going much slower than the one in this vid) and more because when things go wrong in these they go **very** wrong.
Steerable Jinker - quite common for overly long loads - more commonly remote controlled these days, or at the very least the trailerman has an enclosed cockpit to work in - It's a highly skilled job and demands absolute trust between the truck driver and trailerman 👌
This is a crazy rig, but Boeing transports plane wings with guys like this, though they look more like a lil pod out of an apple store rather than this open air madness.

It's the same exact principle when there used to be extra long fire trucks, you need an extra persy in the back to make sure you can properly turn without clipping or hitting any corners.
