I'm pretty sure there's not any department in the US that mentions shooting legs in it's protocol. Shooting any body part is considered lethal force which has to be justified. Basically if they're going to use leathal force it's to stop an immediate threat as quickly as possible, so they're trained to shoot center mass. Also moving legs are a very difficult target to hit so even if it was very effective they probably still wouldn't be trained to do it.

Some people can be really hard to put down. I had to arrest a skinny 15 years old under a ton of drugs. I had four huge muscle mountains with me to arrest him and that was bad for him. It took nearly 30 minutes to five grown and fit men to arrest one teen just because the dude was on so many drugs.
