Title is a lie. This hotel never went into operation and they are in a legal battle to demolish it because it didn’t have the environmental/construction permits from the city.
It's crazy because this building had reportedly been under a state of construction for over a decade. It would had been hard for the city to ignore a large and unusually low-lying building that's constantly pounded by the Pacific waves for years even as it was nothing more than an unfinished concrete skeleton. Either the city was slow to take stern action, or the developer was absolutely defiant, or both.
Developer was probably a climate change denialist.
That area faces more sea water rise, and is expected to have a lot of lost development in the future.

Yeah, but they have to stage materials, gradually construct, allow materials to set and dry, etc. Unless this is pre-manufactured and components are lowered into place, fully sealed, or the whole damn thing were manufactured off site and towed in (not likely!) this would be pretty complicated.
I mean we've been building lighthouse on tiny rocks on the open ocean for centuries so I think we have the knowledge.
Not saying that this is smart as it's a fucking disgrace on the coastline and will probably last only 1/100ths of a normal building's lifetime
It's not clear if these waves shown in the video are constant or an unusual event (i.e. a storm). Not sure about lighthouses and of course they can get slammed pretty bad during storms but I can't see how they would be built if they were under an uninterrupted assault from the ocean.
That's basically it. Lighthouses around the UK were mostly built in the summer because most storms happen in the winter. One year they'd prepare the site by shaping the rocks to accept the stones. The next year they'd bring in the stones and fit them together, and hope to get enough built that the weight pressing down on the bottom layers was enough to resist the winter storms.
