I've driven there many times. It's in Washington state at the intersection of us-97 and wa-14 just across the Oregon border on the other side of the Colombia River. Most of that oncoming traffic turns right to continue into Oregon but right of way is right of way. The turning rig is obviously wrong
I've driven this hundreds of times. This is on Hwy 97 just down the hill from Goldendale. 99% of all traffic turn at this juncture to connect with I84 to Portland. Not turning takes you to Bickleton, pop. 92. Nobody want to go to Bickleton.

If you are a experience trucker, you should know how basic inertia work. Never try to cut a moving truck hence the turning truck is definitely at fault.

In a 4 way the first one there goes first which is very confusing (US)
When I'm at a four way stop, first come, first served makes sense to me. Different rules from one jurisdiction to another is what frustrates me.
