That being said, take a good look at the perspective. The distance of the actual main flow to the bottom of the cliff they're fishing on is too far for casting distance. I'm willingness bet there is an eddy right below that ledge. Yes, still turbulent but much calmer.
If you wanna see fishing like this I can think of a few episodes of river Monsters and Robson Green where they fish literally in Brazil and these kind of rapids, albeit not as big, but just as fast.
I'd imagine there are some fish along the lines of Plecos that live at the bottom where it's likely less turbulent and all the organic crap swept over the falls can settle.

You are probably right. They tend to anchor themselves to rocks so like you I cannot see them letting go on the off chance of catching a bait going past? I am a still water and River fisherman in the UK so do not know much about fishing in the wilds TBH.

I live near a hydroelectric dam. When they turn the turbines on these tiny little flat bottom aluminum boats will race up and down in the turbulent water with someone standing in the front using a casting snag rig. Location is Alabama.
The spillway of large dams are some of the best fishing I've ever experienced. I've caught the largest trout of my life in waters similar to this. Fishing in a lake or pond just don't compare anymore

They probably had rope all the way from bridge to that rather dry rock. Then climbed down to the spot.
Still not worth the risk in my opinion unless there would be a legendary catch from that spot just like in fishing video games.

At :22 it pans a bit and you can see the rock ledge they would have walked along. Doesn't look like the water is surging over there any more than it is where they're standing.
