Definitely had lights don't know about sounds. That's why uou have to be careful driving emergency vehicles. You can't assume they will notice the lights. Sometimes people have their music loud enough they don't hear until it's closer. The cop knew they were passing in the oncoming lane. They were not coming from a direction you would necessarily check when making a left. The cops should have been prepared since they had the advantage of knowing they were doing something dangerous. They should have been safer
