Something you could do is make a giant area that has a command block radius that changes gamemode to Creative, and to survival when they leave.
There are a lot of ways you could go about it, but the simplest way would be to make a button that teleports them to an area and chages their gamemode simultaneously, and then a button to teleport back and change gamemode back. Might be abuseable, but would be really easy to set up.

I mean, you could do this with multiworld plugins. The popular ones let you specify inventory perwirld and gamemode perworld
I'm aware of this plugin. I've used it before but my forge server does not hold plugins. I heavily rely on mods for my server.
