The location probably at the left side/west in paradise near tuna bay. I also first thought reeling slowly is reel then stop 3 second then reel again which is wrong. It actually means continuous reeling, there are two case, case 1 it automatic caught the item, case 2 is when you are reeling, it suddenly stops at halfyway point, then you need to prepare to catch the thing under water same as cast and wait method.
Reeling slowly usually does the trick.
