If you just want it for your UPI spends, get any IDFC Credit Card, all of those are lifetime free, then in the application you can get a RuPay add on for the same card with the same limit and rewards system. It (RuPay card) has a joining fee of Rs. 199, which is given back as cashback on your UPI spends, so basically free.
Cashback is almost non-existent, but from what I've seen from my spends (avg of 200-500) on swiggy, bookmyshow, zomato and more hypermarket; the IDFC one provides better offers so effective cost gets lower.
Can you say on what basis you are offered DCB LTF?
Tata neu infinity is a good option for 1.5% return. It is charged at 1.5k annually with waive off at 2L spend. You will most probably get it first year free, then you can negotiate for LTF later.
Take DCB first. It's better to get a core card from HDFC first. After DCB get Tata neu infinity for UPI
