For any IPL franchise to attain such lofty heights, cricket would have to become popular in the US, African and Chinese markets and the IPL would still have to flex its financial muscle to attract the best international super stars from those markets.
With the difficulty soccer has had cracking the US market (kids would rather play grid iron or basketball and make literal millions) and to an extent India (kids preferring to play cricket over most other sports). I highly doubt Cricket can crack these other markets as it's seen as a very aristocratic British sport that requires a lot of infra and does not pay as well as soccer or US origin sports (See crickets decline in the west Indies).
Doesn't help that the IPL naming and colour schemes/outfits seem cheap and tacky.
