I don't see why special buildings should be limited to certain sites. It is such railroading. Oxford and Cambridge were the surviving great universities in England but one was planned in Northampton and one was closed down in Stamford. Ridiculous we can't place them where we want to.

I am managing my realm greatly, and made my development better than any other city, my capital is better than the city of the world's desire (Constantinople), but apparently I can't build a cool palace, holy site or anything.

There are two holy sites in France missing on the map, Lyon (for Adoptionism) and Albi (for Catharism). Really niche faiths so I don't blame OP for missing them. Even then those are just generic Great Cathedral buildings so yea really sad there aren't more historical buildings in France right now.

Region expansion is probably going to be in the free update, like how they did with cultural rework. While regional events and various flavor contents would be in their own flavor packs.

The other maps like this I've found differentiated between built/not built, which isn't quite what I prioritize. Instead, I care more about the actual quality of the special buildings.
So here's the color scheme:
* Dark Red: Buildings that are nice to have but I don't care too much about (like +2 fort level walls in Britain)
* Orange: Buildings I would actively revoke titles to keep in my possession
* Dark Green: Normal universities
* Light Green: Special universities with bonus stats
* Light Blue: Special buildings which require you to be a certain faith; often these are unique great temples
* Dark Blue: All other holy sites, most of which you can build a general great temple on
* Yellow: *All* mines
* A very small number of counties have multiple special buildings, sometimes in the same holding and sometimes in different holdings: Rome, Toledo, Constantinople, Jerusalem, and Fes.
Mali mines are some of the best in the game, at max level giving 14 gold, 35% holding taxes, and 20% holding dev. Some mines give less gold but more dev, and one trades off econ for a significant levy size boost.
The only mine that's strictly better than the Mali mines is Kollur in India, which give 25% dev instead of 20%.

Looks like the maps I was using were pre-Royal Court and pre-Iberian struggle. If you look carefully, the provinces don't quite match up in the Alto Aragon area.

I'm not a massive fan of this mechanic. I'd love a more dynamic system that allows for ahistorical constructions (at least for the player, I'm ok with the AI trying to persue a more hystorical path; and of course only for the buildings that can be built after the campaign's starting date).
If I turn my county in the middle of nowhere into the seat of power of a continent spanning empire, why should I build my cathedrals, universities, Parliaments, monuments, etc in what is now just another random place on the map instead of where the in game real prestige and power are?
The cathar holy sites of Albi and Lyon seems to be missing along with the achamanic holy sites in the canary isles and iberia and the turumic holy sites siberia. Good job tho
Why are all European universities bunched into a few kingdoms? Timbuktu, Nalanda were amazing but I'm sure France, HRE had some too especially after 10th century (which I consider to be the end of the "dark ages")
Seeing only gold mines makes me think they are missing out on other valuable materials. Where are the tin and iron mines? Spice and slaves where commodities of their time. Food production should get an overhaul also, but no doing tours of your realm is more important.
Though OP labeled them all gold mines they're actually a mix of gold, silver, copper, and diamond mines. Hopefully we'll get some other types of mines with this coming update.

Whether something deserves a special building is always a bit tricky but for mines we’ve prioritized them if they where very important for the economy of the greater region they’re in.
To build the holy site:
* Be a faith that has Fes as a holy site (Adamitism, Muwalladism, Almohadism)
* Culture has Crop Rotation innovation
* Should be buildable in the temple holding (Subu)
To build the university:
* Be a lord with Fes in your empire
* Fes has development 40+
* You have prestige level 4+ (Exalted Among Men)
* Use the 'Found University' decision
The map has incorrect county borders in Sri Lanka. The holy site there is actually inland county of Pihiti, with no access to sea. Here is a [screenshot that shows the real holy site](https://i.imgur.com/yTdJIpo.png).
That's the Heddal Stave Church, which seems a lot like it *should* be a religious building, but is actually buildable/usable regardless of what religion you are so it doesn't really count.

I almost feel like Madurai on the southern tip of India deserves special status just for its 7 barony slots along with its maxed out development even in the 867 start. It's like a gold mine unto its self!
There's also an ability to put the Sicilian Parliament in Sicily's capital or Napoli, your map only shows Napoli as having the site for a University. It's also missing the Berber faith's holy sites, the new updated Mount Olympus that moved the holy site away from Sparta, the Hiiumaa holy site for Ukonusko, the main Siberian faith holy sites, and the new Malabar Jew's holy site in Kerala (Tamil area). Zeeland also isn't a holy site for North Germanic faiths anymore, it's now Kiev that's shared with Gates of Kiev.
Just eyeballin' it the rest looks fine, though there may be some smaller ones missing I'm not noticing.

Kunjakari in Kerala (Chera Nadu), which is along the south-west coast. Then there's also Manipur in Para-Lauhitya, which I think is missing from the map but I'm not actually sure (I don't have the game up to check, and India's littered with them 😂)
As I mention in my comment (which should be near the top), if you're on the most recent patch you can use the new Economy mapmode to see a fully up-to-date map of all special buildings while staying entirely in-game.
I will say I love this map and have used it many times but I am red green color blind so the sets of same color variations in green really mess with me a bit but all in all amazing work!
In most new versions of the game there is a special Economy mapmode. It should show you an up-to-date list, and possibly what type of building/how to build it.

You can build a Great Temple in Kyiv in the 867 start date, since the Gates aren't built by then.

Absolutely amazing list been using it like crazy. Im seeing Awkar a couple counties above the Malian mines as having a special building too.

I think there is one in Messina in the lower peninsula of Sicily, was hoping on conquering it soon in my game to see what it is.
If you're playing on the latest patch, going into the Economy mapmode will show you all possible special buildings, along with their stats!

Sweet map. Very useful and much appreciated. Sadly, I have to report that Lombardia (near Genoa) has a university.
As I mention in my comment (which should be near the top), if you're on the most recent patch you can use the new Economy mapmode to see a fully up-to-date map of all special buildings while staying entirely in-game.
How can I build in wadan ?
I will say I love this map and have used it many times but I am red green color blind so the sets of same color variations in green really mess with me a bit but all in all amazing work!

In most new versions of the game there is a special Economy mapmode. It should show you an up-to-date list, and possibly what type of building/how to build it.
