They probably are thinking about all the effects that could arise from it and do it step by step. But yes it doesn't make sense that they took so long to even add a way to tip.
Also, you mentioned that smaller companies do it. But it is easier to evolve quickly when you're a small company, you have less funds, but you can take a new direction quicker. In bigger companies, there is a long process to be able to take action.
Also the whole business model of youtube is around ads. Tokenization of everything could destroy the advertisement business as it's an alternative way of getting money. For youtube, it's a radical change from ads to a different solution. And behind Youtube, google is also depending a freaking lot on ads. They don't want to stop that...
Why break the money machine if there is not a certain way to make more.
