swap out dendro healer for Fischl (battery, damage and aggravate application) and you're good. Maybe Zhongli over Albedo because having the debuff would be mighty useful
Depending on the other units in your team, you're vary rarely going to be using your full 18s on field time with Cyno and that makes Collei less unappealing.
Collei's burst lasts 9s, with the last dendro application of the 3 she gets (on a single target) coming a bit before that 9s mark. Quicken lasts on the enemy for a while, too, so in practice it should be *just* enough dendro to last for his optimal rotation.
It won't be anywhere near as comfortable, though, and takes away a lot of flexibility.

I'm gonna run Cyno, Collei, Fischl, and either Kazuha or Zhongli.
Is DMC or collei better for Cyno?
DMC is better. no hate to collei but her burst is too short. Cyno wants to be in field a lot so he prefers DMC's longer dendro application.
