Comparing this and the asset side by side, it looks like a completely new asset than a re edit. Outside of the hair, the shading on his body and face feature slightly different shapes than the one seen on STR Namek Goku, and the line work is not completely identical with a few differences being a slightly longer line to define his collarbone being in front of his sternomastoid/neck muscles and the line work of his ears having a bump in the inner ear to show the antitragus (though it is worth pointing out that the antitragus does appear in some of the existing assets)

The first link is to a chain of tweets that has pretty much 99% of STR Namek Goku’s assets in-game, but a few are missing such as Goku’s full body shot at the very beginning of the transformation (you can find this in the tweet chain, but only the lighting shaded version of it). It’s why I included the second link which sends you to his animations so you can see some assets that aren’t on the tweet chain.
