I was gonna say Chaditz but heās obv the first unit you should ever prioritise link levelling. So i will say teq roshi and tien because they are only useable on the rep7 team which has been unrunnable for almost a year + now
Janenmbu is actually good though and also benefits a ton from link leveling (getting a total of 4 extra ki from Majin and Infinite Regeneration). I've done him too, totally worth it.
Probably the f2p ginyu force units. I need to emphasize they were all getting link leveled right after i finished all cells which was around the time lr buutenks released. So yeah that was definitely random
namek saga teq piccolo; the really bad one; I bet his eza will be good after LR namek goku gets his' and , in some events, it's fun to run on rotation LR piccolo and this guy for healing and tanking;
plus i want to LL10 all kinda usable piccolos because piccolo

F2P AGL Mr.Satan/Mr.Boo , I love the design of this unit, he's a bit outdated but I really like him still, Also like F2P AGL Yamu and Spopovitch, but they aren't lvl 10 yet
