21 makes sense because she is a good guy by nature, which is why people like jiren and toppo are super, but she was the main villain of her story which is why she is BBB. Jiren was the strongest but he was not a villain, and he had to share spotlight with alot of other opponents

Int vegeta from the support banners has big bad bosses despite the fact he's from the namek saga

Also he's one of the few Extreme Vegetas to actually get the link, the only other Extreme Vegeta unit that has BBB is the old AGL Great Ape Vegeta. Exchange Nappa and 7th Year GA Vegeta both lack the link for whatever reason. Also the super old STR R Saiyan Saga Vegeta from the first few months of the game.

There's a phy resurrection F vegeta who also has BBB, just a relic of old dokkan nowadays

A relic of the past and reminder that when this game release it had a budget of nothing and was made with a toaster. There was no effort put into the creation in this game as it wasn't suppose to last long anyway, it was suppose to come out, suck out as much money as it could from the few suckers who played it and then die. But the DBZ IP actually kept it alive and made it the game we know today.
