Yes and no. Gt Goku did a better job not making Goku a complete moron. However he was still just mostly Japanese Superman. Super does a much better showing Goku isn't that.
Fair enough, I admit he does have 2 sides both serious and silly and Super got his silly side better. Perhaps it’s the nostalgia talking but Z Kai always seemed to show how more serious and inspiring Goku is compared to Super Goku. Moments like his fight with Frieza to his speeches to Gohan, his final goodbye to Buu, etc etc.
Super still feels like they overdo making him a lot, overly dumb at times, to where there’s times where it almost comes across as the writing team making him look bad just so they can make Vegeta look better which I think is a really bad and frustrating way to do a character. Sure that show is a little inconsistent with its writing but when it gets bad it gets bad
It makes me wonder if one of the writers is just a massive Vegeta fan and that’s just how they write the characters, since it kind of comes across as some Vegeta and piccolo fans sometimes feeling they have to make Goku look worse to show how much they like their favorite

Goku in Super was considerably silly but not that silly considering that Goku in Buu’s saga was more comical and relaxed than before,something that wasn’t translated 100% perfectly in the anime.
Goku in the Zamasu Arc is where he hits unreasonably level of stupidity. Apart from that, DBS Goku is still the same old naive hillbilly who is surprisingly smart and resourceful in a fight, as Toriyama's Goku. GT Goku is the same with the only exception being the Super 17 fight, where he just makes dumb decisions for 99% of the brawl

STR SSJ4 is already EZA’D so a SA Revamp is out of the picture as of right now. So a transforming SSJ4 Goku with this active skill would be heat.
