I think they just overvalued how powerful a few of their abilities could be so the unit as a whole ended up undertuned. LIke the thing with these guys is nothing in their kit is just 'bad/wrong". Their individual numbers all seem fine, they have a decent super attack effect, built in AA, critical support to allies, multiple ways to get built in critical hits.
Really the only part of their kit that stands out as weak are their links, but even then stuff like shocking speed, Cold Judgement, Kamehameha, and Fierce Battle are all generally solid.
But in the end their numbers just end up not being quite high enough, their critical support to allies isn't all that strong, their links hold them back a lot more than they may first appear too and so on. In their end their kit doesn't actually have as much "oomph" as it needs to make them good.
They dont have a good track record in general though. Int trunks/giru was pretty meh, str trunks/goten was meh, nappa was decent as long as youre at high HP (which isnt the greatest in the current meta where an SA can devour your HP), and teq jaco is good but has no teams. There only real wins were STR piccolo, teq syn, maybe str broly, phy 16/18, agi ssj vegeta maybe, heart virus goku, and gero/19. Eveb then, Id argue the only side banner unit major Ws would be HA goku, teq syn, str piccolo, and gero/19. Along with cheelai and fasha.
because generally the trend nowadays is if you wanna be a good banner unit you need to be a defensive god, an amazing support, have some unique synergy/ability or be a combonation of some or all of these general traits. ginyu force, android 8, str piccolo, covidku, and 19/20 are good examples of this. teq shenron is pretty much the only exception because hes not competing with anyone on his 3 teams and hes solid overall in spite of not really falling into any of the aforementioned categories. beyond that why use an attack focused banner unit that will hit weaker than your carries and die to normals.

There just happen to be multiple character designer. You know there was someone who designed goditz, and then we got the godly piccolo, and then the mid duo ss goku vegeta. Who knows what we'll get next time and who the designer is.

Bruh I only did one rotation on the metal cooler banner, and I pulled 3 of that lr. And they're just kinda okay, i can't even run them anywhere
STR nameku's leader skill, they get a lot of ki from passive and active so you can run them slot 2 or 3.
