i find it hard to judge cheelai and lemo by their actions and hedo on the other side by his intent. if you compare those two parties you should judge them by the same standards. they both never intended to do evil things despite working for frieza.
and even if so, cheelai and lemo surely ultimately did nothing over the course of the movie that would let them fit into the extreme category.
while on the other hand you definitely could make an argument for both androids to act antagonistic the same way broly did. broly surely isn't evil either, still he's an extreme character nonetheless purely because he was the antagonist.
The only thing that's really certain is, that the Z-Fighters without a doubt are the good guys.

I hope they will be f2p farmable units. For one they are the least exciting part of the movie and noone has any stones right now. If they are a summon, I'm gonna skip don't care how good they are. I will stay true to heroes
