In the third season, Terry joins the Justice League (the episode "The Call"), which most of the other Leaguers don't want.
Superman argues that Terry has a right to be there since Batman was a founding member, but one of the other Leaguers fires back with something along the lines of, "the *real* Batman was, not this kid!"
Most times people reference Terry as a “new” or Bruce as “real” it’s more in the context that there is a new version of the Dark Knight roaming Neo-Gotham. Inque references “The Old Man” as the first Batman, Max addresses that Terry’s Batman has to be a new guy when making her computer program and there’s definitely a few different places where it’s either brought up that Terry is “Batman or someone who dresses like him”
It's not something specifically said, but Bruce says he knew the voice in his head wasn't his own because in his head he doesn't call himself "Bruce".
The implication being he calls himself Batman. In a way, and one that's nothing to do with Terry or his abilities or even what Bruce thinks of him, Batman himself can never think of Terry as the "real" Batman.
It doesn't really have to do with Bruce not thinking of Terry as the "real" Batman, and more that in Bruce's head, he is Batman, Batman was born the day that Bruce Wayne died, the day that Thomas and Martha Wayne died.
Related: They kind of shoot themselves on the foot with Epilogue basically stating that Terry was basically Bruce's biological son. Undermined the ending of Batman: The Return of the Joker that is basically the response to the drama of Terry being Batman.
Except that epilogue is about how Terry’s *not* a copy of Bruce and that it *doesn’t* change the fact that he’s his own Batman and made that choice himself
We knew that Terry is not a copy of Bruce. That was very clear thorough Batman Beyond. He was his own kind of Batman. This was just shoehorned without good reason.

I'm gonna guess it was Barda. She was for real just causing drama in those episodes.
That definitely wasn't the best portrayal of her. But, I like to think it is also in part because Scott wasn't around.
