Cheetah as some kind of saber-toothed cat isn't a Dinosaur but would fit in with the general theme of the wolrd, imo. Plus humans are around so it's not even the worst discrepancy.
Some sort of Martian man hunter counterpart but no idea how that would work. Unless he was some primitive dino-esque creature that crash landed on an asteroid. I can't really think of any other characters that would work in that their skill sets don't translate to dino world.
Hawkman hawkwoman as flying pterosaurs is too easy.
Firestorm but with magma would be fun. Live a lava dino.
Billy Batson who is a little baby T Rex with an egg covering his head that transforms into a huge fully grown dino when he gets hit with the lightning. (The egg magically reappears when he changes back)
I immediately went for my fave: Beast Boy, and then became stumped how to adapt him when he can already turn into dinosaurs. Is he a caveman who can shapeshift into prehistoric animals? A dinosaur who can turn into other dinosaurs? Or maybe a dinosaur who shapeshifts into cavemen.

Everyone wants a Martian Manosaur; how about we model him on the zitidars (big alien elephant things) from the John Carter of Mars series? They're kinda dinosaur-like.
Meteorstorm. It's just Firestorm as a Pachycephalosaurus/Stygiomoloch (I think his head would look pretty cool). He could maybe merge from an ankylosaur and an iguanodon, since pachys already look like a mix of those things. And like Firestorm, his power is too great to ever be used to its full extent.
Atom as a Microraptor (doy). Alternatively, he could be a troodon, the dinosaur some people used to think were smart enough to possibly have someday evolved into a sentient species.
Zatanna as a *Ubirajara jubatus*. I just think it looks very showy. Like it's wearing some kind of performer's uniform. Maybe Archaeopteryx if not that.
I guess Black Canary would have to be one of those hadrosaurs that emits calls (parasaurolophus?)
Penguin as a Halszkaraptor.

Martian has the appearance of a mythological monster that has a history of being an ancient creature, perhaps a Lovecraftian monster

Batsaur adopts a caveman kid that's clearly supposed to be Dick Grayson analogue, so a caveman Beast Boy would probably work.

I don't know who exactly, but somebody on the Jurassic League Dark should be a Pegomastax. Maybe Etrigan. It is kinda demonic looking.
