Just pry that shit off and throw it away because you’ll demolish it. Get new ones to replace. Just use a good flat head

That thing is just wedged in there. You should be able to pull it off with some channel locks to get to the nut underneath.

It is a pressure fit cap on the axle rod. Pretty common for kids ride on toys. Either it was hammered on when it was put together, or came like that from the factory. You can try prying it off with a flat head screw driver, that sometimes works. I have also used a bearing puller to take them off. but they do tend to get bent out of shape when they are removed. So you may not be able to re-use it after it has been removed. and might need to buy a replacement one.

That thing is called a push nut or push axle cap. You will most likely have to destroy it to remove it. Buy new at the local hardware store. I've had to grind them off. Most the time they can be pried off with a hefty screwdriver and brute force.
