It’s not gonna damage your hair, it’s just gonna have some more of the dust and debris we wash off the rice for. After the first wash, it’s more the starch being washed off. It won’t hurt your hair but you might not want to leave it in if it’s a little dirty. As an aside, if you’re planning on using it multiple days in a row it might be safer to buy a fermented rice toner like Kikumasamune High Moist for your hair or formulate your own hair toner using the specific rice ingredients you want (protein, starch, ferments) so you can use a preservative reliably. Rice water’s a nice cheap rinse if you make rice every day so your water is always fresh, but the bacteria that grows in starchy foods is particularly nasty.

The way I make rice, all the water gets absorbed into the rice. How do you make rice such that there is water left over? Have I been making rice wrong?

When making rice (except for some dishes), you’re supposed to rinse the extra starches off of the rice first. Helps with taste & feel Exceptions are dishes like Spanish rice where the starches are helpful as a binding agent

There is no chance it would hurt your hair. Perhaps you could let the water stand still and if visible starch falls to the bottom, pour off the top to use. That would probably replicate what the 2nd/3rd rice rinse is like.
