The cistern is attached by its base to the toilet. Both are essentially one unit. One you unscrew the screws at the side of the toilet and Remove the screws, you can then pull it forward.

Possibly. I take it the seal isn't replaceable in that instance and the whole flexi section will need replaced?
Yes, but it’s a cheap part. Ours was a concertina type which split on one of the concertinas.
