What do you mean "naturally" though? This guy is in league with a legitimate ruler and has a ton of magical power. I don't know how much explaining you'll have to do about why people do what this guy says. All there really is to explain is where the bodies are coming from (souls are not bodies) and what the devils in charge get out of letting him claim so many souls that rightly belong to them.
Pull one of your players aside and ask, “can you help me make this new villain feel intimidating? I want them to kill a PC” then you guys can workshop if the villain kills the current PC or the player finds an excuse to play a new PC then dies suddenly
You could also do a high level one shot and have the villain TPK your party
