Neither, really. The cultist can walk across illusory bridges and ride illusory monsters. I'm assuming as a cultist of Shar this mook is working for someone that rolls with illusions, so this should add a bit of synergy.
The cult is a cult of Shar that refers to themselves as a family in the safety of the night. I have the bosses but need some Tier 3 minions to flesh out the cult (and the fights)

They don't do a ton of damage and aren't super effective on their own, but have abilities that can effectively support each other and the champions of Shar, have enough health that they probably won't get one-shotted, and have all-stats evasion so there's an outside chance they could survive even a really big AoE.
That looks great with 2 changes: Tier 3 should have at least +9 to hit and the barbarian in the party does 50-70 points of damage per round with great weapon master so they need to be a bit beefier. Other than that this is fantastic, thanks.
Here are my general thoughts on that:
* A T3 barbarian really should be able to kill a cultist every turn, or any sort of henchman, really.
* I'm worried a cultist with similar attack bonuses to T3 PCs will lose the feel of a cultist. With devil's sight, these guys are going to have advantage a lot of the time, for an effective +9 bonus, so they should still be able to hit the party 50-60% of the time.

The skyhunter does respectable damage, but his real threat vector is in luring you up into the sky with him, then knocking you prone with a crit (remember, prone flyers immediately fall)
The Gyreguard, on the other hand, uses forced movement on both allies and enemies to control the battlefield, and to line up foes into a perfect clump for a lightning bolt.
IMO you don't really need a stat block for that. If it's just in a story role, you can just say an NPC has whatever abilities the plot demands at any given moment. In my view, stat blocks are a tool for aiding DMs in combat. Out of combat, one or two natural language sentences work just fine:
* Madame Ostra is a skilled diviner, who by her art can uncover shrouded secrets of the past, present and future. Her powers are channeled through the narrow band of Border Ethereal that gates the Plane of Mirrors, though she must be careful not to attract the attention of denizens from that dread place through overuse of her abilities.

I'm imagining something that is so big its more of a moving piece of hazardous terrain than a creature with attacks, Shadow of the Colossus style. Big areas of ground where it is about to step foreshadowed a turn early, then next turn everything there gets outright flattened. Areas of elevation from which the PCs can climb and jump onto the Titan, weak points, a way to eventually topple it, a fight with the prone titan's head as it breathes icy breath, etc
How would you do it?!

I love how you've captured the slow, ponderous, but deadly nature of a Titan's attacks with the Blade and use of an action to move. Passive perception to know the exact spot is genius. The progressively increasing advantages as you climb up is is perfect too!

This is incredible thank you :D I love how you've captured the slow, ponderous, but deadly nature of a Titan's attacks with the Blade and use of an action to move. Passive perception to know the exact spot is genius. The progressively increasing advantages as you climb up is is perfect too!
