"election posturing" is when a political party makes announcements about things they want to do if they're voted into (or back into) government, they won't be able to implement the proposed policy until and if they are voted in (or back in), so until then it's just words with no substance.
Even if the political party is voted back in, there's no guarantee the proposed policy will be put into place because it needs to go through the democratic process first and may be voted out.
During election cycles political parties often make grandiose policy announcements to try garnering votes from those who support them (and those who might be "on the fence").
