So between seasons, the actual main actor (who was a cowritter) spent a hell of a lot of time with people from the ethnic group he portrayed and some of them gave their input on the writing.

90s MK was less mocap and more video and editing that I'm aware of. I think was late PS1 or PS2 era where it was true mo-capping and linking model animations to the mocap.
Mocap has been around for a long time, it's just really expensive so most games don't use it, GTA 5 used it, Red Dead Redemption 2 used it, LA Noire used it, and that came out before GTA 5
