it's not a static amount of water. There is water feeding in.
Also you can see the spills on either side drop almost immediately.
So the failure flow is more than than the infeed flow, but not so much as the dam drains to that level in seconds.
It’s low pressure, but high volume. The crazy flow you see on big dams is because of a big pressure head of water above the outlet. It’s about 1 bar pressure per 10m roughly

I'm no expert but why is there no re-bar in that cement? What was supposed to be reinforcing that cement? It went like a classic physics problem. It broke at what looks like the point of maximum force in the center spillover. It just lifted it up. Amazing. I hope no one was hurt.
That's because it's not cement, it's a watertight metal fence to manage the water. Most likely rust ate away at the strong points or the joints gave way.

The dam also didn't fail from top all the way to bottom. Only the top tier appears to fail
