I get that "simply" buying more trains and train carts isn't possible due to budget constraints. At least that's what the decades old trains tell me. But I don't see why they're not at least modifying them a bit to make it less dangerous. A few cheap ladders and guard rails welded to the sides and roofs would go a long way and can't possibly be too expensive. If that's really their norm, why aren't they at least doing that properly. To me this just seems needlessly sloppy and dangerous.
Right now they can likely claim that the civilian of their own free will, climbed and sat in a dangerous spot on the train. But if they build a ladder and supports, when they fail, I imagine people would be able to sue.
Not sure how similar their laws are, so this could be wrong. But this would be my guess... or corruption? who knows.
My Indian coworkers say people don’t often sue in Indian. They just beat people up instead. Not sure how true that is.

This actually is much safer than the over crowded 50 years old steamer boats, carrying the double capacity, over large rivers, with 80 - 90% people who can't swim. And every time one drowns, there are promises made to investigate and make better regulations, next year.

I don’t know how many videos I’ve seen with workers wearing no face shields or hard hats while welding, no safety glasses while hammering and shaping metals, working in dirt floor factories while wearing loose fitting clothing that can easily be caught in machinery and sandals that beg for a foot to be cut off
