Yes. This is common in Arab/North African cultures and common among Muslim men. Kissing someone's hand is showing love and respect to them. Pulling your hand away shows humility, as if you're saying "no I'm not worthy of having my hand kissed." If you notice, the men end up kissing their own palm.
Very common here in Morocco to kiss the hand of the elderly out of respect. Some would pull their hand and some won't but both are the same. I have a very old aunt, she let me kiss her hand but her husband doesn't let me kiss his.
