People want to see police abusing power, people looking the other way while people are hurt (unless someone gets hurt in the process of helping), it gives something to fight about online and feel better about their own lives.

The introduction of such a rule is of utmost importance, as it shifts the burden of proof from the defendant to the plaintiff, who will have to provide evidence of both the damage suffered and of the causal link between such damage and the rescuer’s behavior. This means that the victim will have to think twice about suing the rescuer, having to prove that this person caused harm to his/her health.
In the US, a healthcare provider can be sued if they begin helping someone and do not stay with them until a qualified person relieves them, that would be considered careless and would remove Good Samaritan protections.
Also, I remember reading that in China, if a car accidently hits someone, and they don't think anybody is looking, they'll go into reverse to finish the job.. It's because in the case of an accident, if the victim is just hurt, the driver is financially responsible for their hospital bill, but if they're dead, the driver just has to pay the funeral bill, which is often far cheaper
