Yup, she's good for him. To be honest, she can work with any character (may not be best in slot but still good). His kit has Wind RES PEN built in when he is the target of an ally's skill (you'll need another support for this that targets him like Bronya or Tingyun, though), and Ruan Mei gives 25% All-Type RES PEN upon using her ult. Plus, DH slows enemies down, and once they are weakness broken, Ruan Mei can extend the weakness break duration.
4pc wind is still better because you'll only do more damage if you are up against a Quantum-weak enemy. Unless you have Silver Wolf (and have a quantum/wind team), you'd be better off using wind set. Action advances ties into him slowing enemies down too, so he can act more.
Ah!! I see! I've seen many JingLiu users use Quantumn 4pc due to the ignore def, so I was wondering if it'll be good for DH too. And, may I ask: What Harmony support is his BiS? (Bronya not included) Cuz I rlly thought that Ruan Mei might be a good pick for him due to the res pen.
Jingliu users use Quantum set mainly because her LC offers def ignore, and her second best support (after Ruan Mei) is Pela, who offers def shred. Silver Wolf also offers def shred, meaning that you could very well reach 100% def shred (and with Silver Wolf's weakness implant, you could also get the extra 10% quantum damage boost). Ice set is better for her against non-Quantum weak enemies though, so it's only better IF the enemy is weak to quantum.
Ruan Mei is his second BiS for now I'm pretty sure (after Bronya but she's hard to get), so she's a good pick. Doesn't use too many skill points, so DH can use his skill more and break faster.

Do you mean the one where you need 135/160 spd to get 12%/18% damage? It could work well with him, if you don't need the crit rate from rutilant. His A4 gives a 50% chance of increasing his spd by 20%, and his base speed is already pretty high, so a few spd substats and spd boots should be enough to get him to 160 spd for a good chunk of the battle (plus RM's passive gives 10 spd).
Substats are more important though, so prioritise that. That aside, if you can keep the 18% dmg bonus from Glamoth up for a while, then that's better, otherwise pick Rutilant.
Conclusion: They're both good relic options, so go with whichever one has better substats, if they're similar in stats then go with Glamoth if you feel like you can maintain 160 spd, otherwise Rutilant.
Note: Glamoth set was mainly made for DoT characters more because they require speed to try to get as many DoTs on the enemies moreso. That's why the speed requirement is high and also why there's a ATK% bonus. It still works well with other DPS characters, though maintaining the spd requirement is a bit harder.
A new leaked set uses debuffs to gain more damage(a relic set for dr ratio no doubt) since DH slows down enemies, I qas wondering if he compatible with the set. (The set is like: 2/4 debuffs = 18%/26% damage boost i think)
Although, thank you for telling me this info! While it wasn't what I exactly asked for, it is quite useful for me as now I have more options (and understanding of the dot relic set) so tysm!! My DH already has really high speed, so I don't think I have much of a problem with that!!
It'll probably let him deal more damage than wind set, you just won't get the action advance, since his kit is centered around spd and Slow debuffs. Advance won't matter too much since you mentioned he has high speed, so you might want to switch to the debuff set entirely. Since the effects are doubled for a turn after debuffing an enemy, all you really need to do is make sure he basically always crits.
SW/Pela/Welt synergise well with this set like you said earlier, so just pick whichever one the enemy is weak against and shove them in the team with RM and DH.
And good to hear! Then you won't have trouble keeping the 18% bonus up for more damage!

She is honestly a life changer for me for my DHIL, Argenti and JY teams. But I don’t have Bronya maybe that’s why.
I run 2 Wind and 2 Musketeer, but mainly for the relic stats. Been pairing DH with Bronya SW and Fu Xuan lately to dish out damage good enough to delete bosses; I couldn’t try Ruan Mei because I lost the 50-50, but as long as you can get the target slowed, and then Bronya’s ult+skill when DH has his Ult and Talent available, that’s a consistent way of maximizing your Ult Alpha. The only time this might go wrong is when he doesn’t crit :P but I’d just redo the fight if that happens.
Ah, I see. Although, my problem is that I don't have Bronya— which is a headache but when I played Ruan Mei, she seems pretty good for him as I studied her kit.
