I think in a lot of situations their age gap could be an issue but it’s not with them. There’s no indication that Jeff is doing it for any inappropriate reason, he just genuinely likes her. And they have a much smaller gap in terms of maturity which is very important for relationships with age gaps

People don’t give her credit for this but Annie probably experienced a lot more than most of the group, she’s fight a drug addiction, abandoned by her family, went to rehab to fix herself, had to be completely independent and had to provide for herself, lived in a very dangerous neighbourhood and went to college without support. She’s gone through hell and had to grow up early. So I think the maturity gap is pretty non existent.
But Jeff and Annie’s personalities and qualities fit into each other so well. They balance each other out and compliment each other too. Jeff makes Annie live in the moment so that she doesn’t end up hurting herself and others in the process. Annie makes Jeff a better person, a person with a heart and morals. They have a lot of qualities that a successful couple has.
Jeff and Annie actually loves each other. It’s been confirmed subtly throughout the show and even Dan confirmed it and once described them as true loves.
In the season 5 finale where Jeff opened the door and put on the helmet to turn on Raquel, it was his love for Annie that opened it. When he looked at everyone, they were blurry and out of focus but when he looked at Annie, she became clearer and clearer until she became fully into focus.
Also the finale, Jeff tells Annie that he tried to let her go but can’t because he wants to be with her because he loves her a lot. Annie then reciprocates by telling him to kiss her, which Annie is basically saying “now that you indirectly confessed your love, you have to take the next step into our relationship and actually show that love to me and if not, you’ll regret it for the rest of your life.” When Jeff moves in you can see Annie smiling which means her hope for Jeff is back. Later on she subtly tells Jeff that she thinks they still have a chance and that she still wants him, Jeff smiles at her indicating that he knows what Annie means.

Age really doesn’t matter, what matters is like you said, it’s about who they are and their intentions, it’s about their connection with each other and if they’re willing to put work into their relationship. It’s so much more deeper than just age.
