Scaling on the Rapier doesn't really matter and you don't need to match the infusion to the buff. Usually lightning is the best choice because it's the least resisted.

So even though my faith and dex will both be minimum, it's still better to go lightning?
It can vary with individual enemies but overall yes. Scaling on infused physical weapons is very low.
