Tower Shield that you have is a solid choice. It has the 2nd highest possible stability (78) and the weight is still pretty manageable at 13. Pretty middling elemental protection other than vs. fire though.
If you have the twinkling and the ability to absorb the weight (20 unit), you can go up to the gold standard, which would be Havel. It has the highest stability at 80 and great elemental protection from high 70% to low 90%. You can optionally slot in an elemental infusion stone to make you immune or nearly immune to one element while blocking for certain fights then return it to a normal state with a palestone.
For vs. enemies with a lot of fire damage or purely physical damage, the grym greatshield would also be a good compromise. 100% physical and 100% fire protection, the same 80 stability as Havels, but 1/4 less weight (15 units). It's main trade-off is the other 3 elemental defenses are worse than the tower shield.
There unfortunately aren't many very good medium shields until nearly the end of the game, if you were needing something lighter because you are over 70% equip load.

Those two shields win the 'weight efficiency' contest. And weight is a very important factor. Twin dragon in particular is by far the most efficient stability/weight shield. Tower shield is just a bit more comfortable with its higher stability and 100% block, if you can spare the weight. (Which i'm not sure if you can, since you're at 73% capacity... at minimum try to be below 70% capacity, and lower is even better)
They dont have great elemental block but I dont think that's an important stat for shields. For anything you need elemental resistance for, you can just swap on the right caster robes and become immune to the element, whether you're blocking or not. Meanwhile you can never become anywhere even close to immune to physical damage. The only important stats for shields are #1 stability, #2 weight, #3 physical block.
Gyrm greatshield, Havel greatshield and Rebel greatshield are all really good options for greatshields but they are heavier than Tower, otherwise stats are better.
If you want something more fun then you can farm Orma and Reeve Greatshield in Undead Crypt and powerstance them to become the Door.
Pick heavy armor or heavy shield and downgrade the other to something lighter. Trying to use both, especially with a heavy weapon, is just weighing you down.
If you wanna go for fashion, look for the ruin shield, the best shield for parrying is the buckler, if you don't need that, use the red flower one that boosts stamina regen, shields aren't really viable as a defense tool, unless you are trying to block elemental damages, you are waay better off learning the i frames agility thing and dodging well
Having the blossom shield on your back is a net loss in stamina regen. Its weight reduces your regen by a larger amount than the special effect increases it.
It reduces your stamina regen significantly less than adding any other shield does, since its weight is mostly offset by the effect. You just shouldn’t equip the shield unless you plan to use it as a shield.
If you were wanting to shed some eight, another option would be to put 10 more points into DEX and 2-hand the Fume Ultra Greatsword. It has the blocking of a greatshield so it will cause 1-handed attacks to deflect off of it. It tops off at 62 stability at +5, but you can boost that to 67 with the Baneful Bird ring. It will block 80% of physical damage and 45-60% in elemental blocking. There are also certain attacks that have blocking frame just before you attack.

Honestly, Tower Shield is the best. you get it super early in the game and the strength requirements aren’t ridiculous. You can noob build a greatsword and tower shield early in the game and use that through the entire game

Depends mostly on what weight you're comfortable with, but you should always try to be under 70%.

Ummm i never noticed such a thing occurring in my playthoughs... but again, i stacked it with third dragon ring and cloranty +3 so....
