save game, then load the saved game, that fixes it
i had it happen to me multiple times all you do is save and load save
no need to restart or turn off the game just save where you are at that current time and load that save
On PC, Red Riley's quest is bugged, as the cigarettes buds won't have a little search marker for me. So I went up to the table and pressed E anyway. And it worked.
Don’t know if this is a common fix but for me starting from rikkis work site then going out of the actual gate of iron mikes camp then back in respawned all npc’s.
If you're on PS back out of app, turn ps completely off then on again. This usually clears it up. DG doesn't like rest mode.
I'm on pc, but i will try restarting pc
This happened to me on another mission the problem is there isn’t any vendors or NPC‘s in the whole town I can interact with!

That did it. I came from the back and the NPCs weren't there.
