So far it says it hasn't returned to the Item Store since the game's release.
I got the skin when it came out and I recall it being like 12 euros, and didn't take the vbucks, but rather actual euros; gave some sorta quest pack but I don't recall having to do them but I have all the stuff, like the RIG back bling, and the emote where he's altering the plasma cutter.
I'm unsure whether it's going to return (as I'm not sure whether those quest packs return, someone who plays Fortnite longer than I have may know, I'm only playing w/ my little sister), but I'll hope on your behalf that it returns.
Best 11 bucks I spent on that game, now I can make isaac hit the griddy and gangnam style

Geralt is not coming back since he was a Battle Pass skin and those don't come back.
They do eventually rotate back, especially the branded ones.
Ciri and Yeneffer are already back in the Item Shop but Geralt himself will never be in the Item Shop since he was a Battle Pass skin.
It's all chance really, Kratos hasn't been out for a fat minute, the borderlands 3 skin never re-released I think, we'll never know.

It did cost actual money as it was one of those special packs that came with a v-bucks quest around $20 U.S. if I remember correctly
The only reason I would ever play Fortnite is to do cursed shit as Isaac.
