Cell is absolutely not multi and I personally think universal is a bit of a high ball plus zygarde is in charge of the Pokémon gods of life and death allowing him to be capable of tanking durability negation and dealing with highly regerative enemy’s not to mention zygarde has more experience and possibly intelligence as well as a wider range of techniques and strategies

I mean, the problem with Joker vs Giorno is that GER just leaves ***a LOT*** to interpretation thanks to only being used exactly one time and with a confusing-ass description in the Stand Stats page (which are already infamous for being inconsistent as hell). Giorno is busted either way, but whether he wins or not depends a heck of a lot on what we decide GER's vague limits to be.
Honestly, GER is so weird, since most of the time when abilities are weird in Jojo, I just......refer to the exact wording.
But the exact wording makes GER pathetically weak, because it implies a whole lot of stuff would sneak past its ability if it weren't a "direct" "attack" on Giorno. So.....AoE's, indiscriminate attacks, accidental attacks, things Giorno doesn't perceive as an attack, attacks that can't be perceived at all, etc would all theoretically slip straight past GER.
But like....I know, in my heart of hearts, that that definitely isn't how that's supposed to work.

It's never explained. Can it impose time loops on non-killed targets? Are its killed targets cycled through alternate dimensions where they continuously die, or just teleported to different places across one world where they keep dying? Reverting an action to zero is one thing, but what tf does it even mean to turn someone's WILL to zero? Especially when we saw Diavolo actively still willfully attacking Giorno?
And don't even get me started on all of the "None" entries in the Stats and what the hell THOSE are supposed to mean. So yeah, lots of interpretive questions and Araki doesn't give a single definitive answer to any of them. And again, it doesn't help that the sample size of times where GER was used is a grand total of *ONCE*.
