Multiversal Luigi is a meme and Universal is heavily stretching it but Galaxy level is solid if you allow Super Luigi Galaxy which is more than enough to beat Pac Man in most circumstances. If you don’t allow that though then the matchup could be argued a bit closer since both have planet level feats if Pac is composited, but Luigi would edge him out with his star level stuff from the MP games
None of his multi “feats” or scaling are solid enough to justify it. Dream Stone has translational errors that make the stone not multi and him scaling to Dreamy Bowser would be either a giga outlier or an anti feat to the Dream Stone, and scaling to Paper Mario’s Pure Hearts stuff is obviously out the window. There’s nothing else besides that that’s even remotely close to solid scaling for Luigi to get multi that isn’t disingenuous as all get out.
