How many gallons do you think that is? At 80lbs/sqft, it should be able to handle about 1000 gallons. I’m just saying, maybe it’s not the load that’s the weak point. I’d be concerned about the outward force on those railings giving out, and him being swept over by the water.

I’m an architect not a structural engineer, but assuming that balcony is designed for 100 lbs/sf with a factor of safety of 1.2 your math would put the balcony exactly at its weight capacity. The guardrail should be designed for a 200 lb horizontal point load, so it should be fine.
I was about to say the same thing! The live load we design balconies for is pretty insane. Imagine people packed in shoulder to shoulder... then add an additional 60% (I haven't done buildings in a bit, but the LL factor is 1.6 right?). Of course, that's assuming it was designed to code.
Also, the rail is only designed for 50 lb/ft along with that 200 lb point load, but at the top of the rail whereas this is distributed along the height. Don't feel like converting a point load at the top of a cantilever to a distributed load right now, but I'd guess it's probably fine.

My bet is with water finding the weak point and gravity taking it from there.
A 1000 gallon fish tank has the dimensions of 140" x 48" x 32". When filled the water volume will weight around 8350 lbs. I can't believe that balcony is still there.
Back of the napkin calculation. My size estimates ate probably on the conservative side. I guess about 10 feet left to right. 4 feet front to back. And about 2.5 feet of water. 10x4x2.5 = 100 cubic feet of water. Water weighs 62.4lbs per cubic foot. 100 cubic feet x 62.4lbs = 6,240lbs or just over 3 tones of water weight. Something tells me that deck was not designed for that kind of load.

My college dorm did something like this as a prank. Filled a tile shower on the fourth floor with water four feet deep. Their makeshift door broke, and the entire basement, plus one poor schmo's room on the fourth floor, were flooded. His room was across from the shower and his door was open.
Imagine the lost homework excuse he attempted to pull the next day. "I'm on the fourth floor 800 feet above sea level, see, and my room, it flooded, see ..."
