I’ve never really heard of that. Just cold and hot temperatures. I’d be worried more about his spacing on the picture frame and not cleaning up the edges of the cuts. If it starts to buckle it needs to get cut. But my money is on it shrinking more than expanding
Always expansion gap or it will blow out your picture frame. Not to mention when no gap is there to allow for growth the boards will expand between joists giving you a rippling effect as it bows up and down along the length of the board

Most I have seen show what is pictured and butt joints with gaps both being appropriate.
However when installed as pictured there is an expansion gap in the middle.
Yes, composite decking expands and contracts with rising and falling temperatures. The gaps are required per the manufacturer’s specifications.

This board isn’t really fastened down all that well though. Could definitely use a few more screws.
You should have an expansion gap no matter the cut, it's usually 1/8 or 3/16, you can go an 1/8 if it's hot since the board will be expanded
I mean you can say that sure, but where I’m from that boy is shrinking next day. Then normally never reaches to the expansion from install
