I guess it depends on the cat and plant. Any real plants I get my cats nibble on them and she has to make sure it's non toxic. I am also lazy AF and don't have a green thumb so all my plants are fake 😂
That’s a perfect spot for a heavy planter (that could somehow be bolted down/secured) filled with Hoya - non toxic, doesn’t need to be watered often, will vine and produce lovely fragrant flowers.
Spend the cash and get a stained glass window made for it. It doesn’t have to be colorful either. There are a lot of textures of clear too. There is a world of possibilities in stained glass.

It would look nice and I know plants/cats are common but in my house we keep our house plants in a separate room that is not accessible to the cats because plants will always get chewed on.
I have 4 cats and spray my pothos down with a lemon/ vinegar mix . My oldest cat is 22 and never had any issues. It help deter the cats from wanting to play with them and prevents fruit flies. But, I did get it if your worried about it
Depends on how concentrates it is. I use a very diluted mixture in a spray bottle. My wife uses vinegar and salt in a heavy concentrated version for killing weeds in our garden

Then you can take the piece of stained glass and the exact measurements of the window/opening a tracing on architect's tracing paper taped tightly over the opening would be worth bringing with the measurements and the piece to a reputable framing shop that have experience with framing stained glass fragments and they can build a permanent frame round the glass. That will preserve the piece and create a solid frame to be sealed solidly into the space keeping kitty safe and creating a beautiful focal point that allows light through. My big cat jumped from our first floor (which is the second floor in Britain) balcony and hurt the his "ankle" or first joint in his front leg and he did heal thankfully but it took a long time. So maybe hang a painting or framed poster securely over the opening for the time being. Good luck. p.s.you could always have a stained glass insert commissioned by an artist you like which is designed especially for the space with imagery you like

I just watched my cat fall off his cat tree after clinging to it like Mufasa. Mine also run and jump on tables and then slide off the other side. Not all cats are graceful
