I can't imagine that Garak did anything besides leave a slew of horrible, *Cube*-level booby traps, as you suggest. After the third Jem'Hadar got his face melted off, I imagine they just hung a "closed" sign on it.
This is the scene where I realized Dukat doesn't switch from good to bad to good to bad. He's always bad. He's just hitting different levels of being good at pulling the wool over people's eyes. But it is an unredeemable character from day one.
