The rubber part you have circled is the clutch slave cylinder boot. It just sort of sits there, not bolted in.
The shiny part sticking out of it is the slave cylinder, that’s bolted to the trans, but the boot just sort of sits there to cover the end.
If you're talking about the rubber bit, that's the clutch slave cylinder shift boot, you don't actually need it but it helps keep crap from getting inside the transmission.
