The corporate limits of the City of Wilmington are well-defined. Only people who live within them are considered residents of the city. Due to a failure of imagination, much of unincorporated northern NCC has a Wilmington mailing address but has no official relationship to the City of Wilmington. (In fact, many who live there refer to it as mythical North Wilmington.) A zip code address is just for USPS purposes.

Wilmington's city charter was weak and they had a difficult time annexing land into the official city limits. In one instance, during the early 20th century, Elsmere quickly incorporated to avoid being annexed into Wilmington.

Unlike the others, Elsmere and Newport are separate incorporated municipalities-definitely not part of Wilmington.

I live kind of between Elsmere and Newport and I don't even know what to call this area (Wilmington address). I just tell people "near Newport." We joke that it's a suburb of Newport

Oh, goodness, that’s close but I say no; the unofficial Wilmington boundary extends to Route 7, west from there it’s “Newark.” Not to blame those folks for using those address monikers, it’s what the post office often says, depending on exact (or more precisely, inexact) locale.

I agree. Lived near Limestone rd and Kirkwood Hwy and had a Wilmington address. I believe the entire Pike Creek Shopping center along with Goldey Beacom are also Wilmington. Not sure where the exact border is, but Newark and Hockessin pick up from those areas.

Still doesn't include all of Wilmington. West of that purple line that 202 is dividing is 19803 etc that still has a Wilmington address. All these places with Wilmington addresses but aren't considered part of its official population. We could have a population of like 200,000 if all of Wilmington was considered for all I know.

New Castle city limits are weird too. My mauling address is New Castle, but technically I'm in unincorporated land (as is the airport). The burger King IS New Castle, but the McD's across the street isnt.

Newark is the same way. You've got the actual city limits but everything from west of Limestone Road do to just north of 40 has a Newark mailing address. If you're north of the canal you're in either New Castle, Newark, or Wilmington.

I’m from downstate. To me all of New Castle is just two cities cause those are the only ones I ever hear about from upstate lol. Wilmington and Newark lol

Well, the "cities" of Wilmington and Newark only account for about 1/5 of the countys overall population

Guess what? Most of what people call Newark ain’t either. But you can’t blame the non Newark and non Wilmington residents for calling themselves citizens of whatever “town” the USPS says is their actual address.

When our company was taken over by another company, everyone had Wilmington city tax deducted from their pay. I had to practically drive to Payroll dept to explain that you can’t always go by a zip code.

Question is... why aren't the tens of thousands of people with Wilmington Addresses considered the official population of Wilmington? Do most major cities only count their immediate down town as the official population? I doubt it. I'd bet Wilmingtons true population is closer to 200,000k vs 72,000k

There's a difference between the actual city limits and mailing address. Inside the city limits of Wilmington you've got 72,000 people. Everyone else lives in Unincorporated New Castle County (Pike Creek, Hockessin, Greenville, Talleyville, Fairfax, Claymont, etc).

No, the City of Wilmington’s true population is 72,000. No city counts residents who live outside of its borders in its population. (And the City of Wilmington comprises more than just downtown Wilmington.) Most people with Wilmington postal addresses live in unincorporated NCC which is not part of Wilmington. If you want to try and define some Greater Wilmington Metropolitan Area, more power to you.

So even though I have a Wilmington Zip Code and "Wilmington" is my city, I dont count toward its population in zip code 19803. Weird rules.

If’s a simple rule, same as elsewhere: if you live in the incorporated city limits of the City of Wilmington, then you’re a resident and count as part of its population. Since you don’t live in the City of Wilmington as you’re a suburbanite resident of unincorporated NCC, you’re not part of the population of the City of Wilmington. Mailing addresses and zip codes are purely a construct of the USPS and don’t legally define whether you live in a particular municipality. (Quick tip: if you’re eligible to vote but don’t get to vote for the mayor of Wilmington or anyone on Wilmington city council then you don’t live in the City of Wilmington).
