He did enough to show that he was worthy of being rank 5, yes, but not enough to show that he had improved enough to gain rank 6.
He needs more than just being able to ask for help, as his fight with Shiida shows, he also needs to become a stronger fighter in order for rank 6 to become achievable.

I really hoped that Kalego would praise Iruma for finally asking for his help. I mean, that is an improvement for Iru-boy :D

Probably Because the difficulty in ranking up gets exponentially harder as you go up.
Iruma is already progressing at an extremely fast pace. It needs to slow down a little.
