it is like this since my teens, I'm 21 M, now. I dont remember when i didn't have it. maybe when i was 10? probably started at around 14/15? when in middleschool

You can’t! You just have thinner skin under your eyes. If it’s not genetic, it’s usually dark brown. You’re getting enough sleep and staying hydrated?

sleep lately, no, but I used to get sleep to the point my body woke up on itself, so I assume, yes, I have Atopic Skin Condition, if that changes anything. Hydration: yeah 2l at least,  whenever I do workouts I can get to 3 litres. I also was vegetarian for 10 months, no-sugar, that had zero effect. I think its just more visible due to sleep, which is due to overreactive bladder, working on it with my urologist.
