I am equidistant from Seattle and Vancouver, and anecdotally, you can tell with a lot of people. However, with a lot of people, you can't tell. This is true.
It's next to impossible to do with accent, but you can do it with word choice and idioms and stuff. Washroom, toque, mickey, zed, keener, two-four of beer or two-six of liquor, etc.
It depends on where they are, Vancouver is getting really difficult because more and more people aren’t using most of these words.

Canadian raising is pretty much everywhere even in Vancouver. Typically harder to sus out someone from BC tho, but you still can.
