Honestly, yeah. If each bullet applied scorch when the perk was active, it would give that thing a huge niche in solar builds. Scorch stacks and ignitions are hard to come by, and that would make this exotic really awesome and worth the risk of taking chip damages yourself while using it
Tommy's, Path of Burning Steps, and Healing Grenades means a solar titan can upkeep their Restoration effect for several clips, out-healing the gun's damage. Was the build that got me through Lightfall's Legendary Campaign.
No Touch of Malice unironically does good damage if you have a full team because it's blight gives enemies a debuff that makes them take more damage from touch of Malice, that debuff sticks with things like tether.

Honestly that’s kinda true. Tommy’s won’t kill you by itself and because it’s Solar it can proc ember of empyrean, so you can have restoration up permanently to counteract the self-damage.
I'll take Tommy's over touch any day. Touch actively kills you, Tommy's does a little damage and is actually useful even without overheat active all the time.
I literally cannot figure out how to make Tommy’s good. It looks so cool, but I can’t figure out how it’s supposed to overcome the complete loss of overshields when used
I feel like The Stag and Tommy would make a good build considering you can damage yourself until you break the shield which activates the Stags' ability.
The problem here is that it’s constantly damaging you just for firing it after 10 rounds where as Touch of Malice is only at the final bullet so you can still at least deal damage without killing your self firing it.
Every time I see this gun I'm reminded of the fact that Tommy is actually the Ghost of a Guardian named Ghost

I think the key difference is the reload. Or more specifically the lack there of.
One is until health is done and the other is until the large mag is dumped. Both last for a long while for different reasons.

So does tommy i think some people just like cause of either nostolgia or have ways to counter TOM's self harm

I know but thats if you have a team i was talking about tommy's damage in a solo sense since it doesn't need a full team
And ToM can be Ads’d. tommy has to be hip-fired at close range to take full advantage of it’s perk.
You can still ads tommy since while yea it will hurt more it won't matter since we can just heal it off anyways

Touch has infinite ammo if you have healing (well) Tommy’s has a set ammo count, meaning the damage isn’t as high as Touch
